Oculo is a floating eyeball enemy that appears in the Balloon Fight! segment of the level Pro Wrabobo.
Origin
They originate from Castlevania 2: Simon's Quest. They were originally known as the "Ghostly Eyeball."
In The Game
Three of them appear in the skies of the Balloon Fight! section in Pro Wrabobo floating around, they don't attack Abobo unless he hits them.
